HC protects promotion prospects, flags ‘unsatisfactory’ APAR entry as vague

The Rajasthan High Court has granted interim relief to a forest officer, ruling that a vague “unsatisfactory” APAR rating cannot impede his promotion. The court found the rating arbitrary and lacking justification, stating adverse comments must be substantial and reasoned. The disputed remark will not be considered in future promotion evaluations.
